FIRST STEPS of Southwest Missouri and Greater Kansas City

   


Missouri's First Steps system is designed for families of infants and toddlers with disabilities. It is the "First Step" to preparing these children to enter school and become successful adults. Families play an integral role in their child's development. The First Steps system provides families the tools they need to help their child be successful. First Steps provides sixteen therapy services for children from birth up to 3 years old with developmental disabilities or diagnosed conditions associated with developmental delays. First Steps philosophy recognizes a child cannot be separated from the context of his or her family, that partnership exists among the family and the professionals that provide early intervention, and that First Steps should enhance the family's capacity to meet their child's special needs and address family issues as well.

The System Point of Entry (SPOE) is responsible for ensuring that First Steps is visible and easily accessible by families and referral sources. The SPOE's goal is to facilitate access for the children and families to services and programs that will assist them in meeting their needs. The SPOE is also responsible for Child Find (identify children qualified to receive First Steps services) and provider recruitment activities.

The Service Coordinator serves as the single point of contact for First Step families. They are the critical link between the families, the child's service providersm, and the First Steps program. The SPOE receives referrals and a service coordinator will begin working with the family and other professionals to determine whether the child is eligible for First Steps services. This process includes gathering family information, medical records and possible evaluations and screenings for the child. Once the child is determined eligible for First Steps, the Service Coordinator will begin working with the family to prepare to write and Individualized Family Service Plan (IFSP). The Service Coordinator will work with the family to make sure that the IFSP is implemented and that they are satisfied with the services and supports that they are receiving. The goal of the Service Coordinator is to enhance the development, progress, and outcomes of the children and families while maintaining open communication and comfort.
